We have similar situations here in Italy. Some stretches of beach, although being property of the State, are not accessible since they have been 'rented' to private owners (hotels or resorts) who block the access roads with gates. It happens where the beaches are located in between a rocky coast. Otherwise the access is usually free.

I never heard about private lakes, unless they are small lakes built by the land owners themselves in their properties.
