Your retort is relevant if we wish to discuss about an answer from the POTUS.

But, if we speak about transgender athletes, which prompted the answer, that's undoubtedly a ruinous practice for female sports, if we at all mind about female sports or male sports. I don't mind sports very much, too often it's just money and business, but let's hypothesize that even in such a monetized environment, we would wish for some fairness.

Well, there is no fairness for ladies if such ladies have to compete with men.

Hence, the answer: 'we are the federal law' may be meant as a pragmatistic retort to some agency that believes that women competing in sports must be penalized in favour of men competing as women in sports.

Bottom line, if we want to be fair, there should be a transgender + intersex category in sports. There is not. Why? Then the federal law intervenes to stop such nonsense.
