I believe it is more likely it is indicative of the fall of the last president that began at the winter solstice and continues as Jupiter and Saturn have now entered Aquarius (tropical) marking the death of old ideas and the dawn of new ideas. Regardless if the interpretation is more along the lines of Judith Hathaway or what I have promoted here there is much to be gained from the planetary conjunction of these two planets.
