 I also think that once a soul reached human life. The intelligence and self awareness cannot be reversed. It's a kind of punishment . You have all intelligence of a human and you are born as a dog or a cat.

Kind of similar like this horse.

Although science wont believe that this horse was a human in his past lives but this seems to be a curious case.
