My opinion, which derives from my understanding of the sages, is that freewill is a relative illusion. Like so many other things in phenomenal existence. It exists so long as the feeling of "I" is present. When the feeling of "I" disappears then who is there to have "freewill"? So freewill exists from a relative standpoint. But in actuality God is the doer all the time. This is just another way of saying what you have quoted from Brother Bhaktananda. Here is a paradoxical example related to this: When a person chooses God, it means that God has chosen him. This is the mystery of grace.
