Yes, the past should be forgotten, even the historical past, populations at war against each other, now should reconciliate.

Americans killing native americans in the past. The individual karma remains, the massa karma remains, but the horrors should be forgotten, time to move on. The same should apply to all similar cases, like Italians in Libya. Fortunately there have not been subsequent enmities, reconciliation happened. There are some places where the historical past is not forgotten, like Ukraine hating Russia, traditionally.
