Adharma is a Sanskrit word which means “what goes against dharma” or, more literally, “not-dharma.” This has connotations of wrong, evil, immorality and vice. It can also be translated as chaos, disorder and disharmony.

Interesting to note, in divine creation stories, order is born from chaos. Formless, and then form.

Yes but also when dharma was at one time a prevailing principle of civilization and then was lost due to the yugas going downward from order and then order fell to chaos.
