John F. Kennedy was not a fan of the intelligence community.
"A year and a half later, the Cuban Missile crisis takes the US to the brinks of nuclear war with the Soviet Union. Despite Kennedy's secret agreement with Moscow to avoid war- tensions between the US and the Soviet Union remain high. Kennedy secretly issues a memorandum requesting that NASA initiate broader cooperation between the USSR and outer space including cooperation in the lunar landing program.
